Please add a 1/1000 chance to spawn a Target Disc instead of a Regular Disc

Sometimes (at a 1/1000 chance), instead of spawning a normal disc, what if it spawned a "target" disc like the ones in the gym? :) ... Haven't I heard this somewhere before...?
